Express Entry & Provincial Nominee Program (PNP) Opportunities

PNP Draws: A PNP draw on July 7 invited 356 candidates with automatic nomination points, offering a highly strategic route to PR for in‑demand skills.

Express Entry Draws: In July, IRCC issued 3,000 invitations through the Canadian Experience Class (CEC) at a record‑low CRS cutoff of 518—the lowest since September 2024, indicating greater accessibility for eligible candidates.

French‑language category: Earlier in 2025, a draw invited 7,500 French‑speaking candidates with a cutoff as low as 379 CRS points, showcasing Canada’s commitment to Francophone immigration.

Expanded Pathways & Mission-Driven Programs

A new construction pathway announced in March could offer PR to up to 14,000 skilled or undocumented construction workers, with policy details forthcoming. Plus, foreign apprentices can now train without requiring a study permit—a boost for entry into trades jobs.

Economic Mobility Pathways Pilot (EMPP) has been extended through December 2025, providing refugees with job-offer-based pathways to permanent residency. The job-offer stream is capped at 950 applications this year.

Francophone and Rural Pilot Programs

  • The Francophone Community Immigration Pilot (FCIP) and Rural Community Immigration Pilot (RCIP) are scheduled to launch (or expand) in late 2025, creating new PR opportunities for French-speaking and rural-bound skilled workers.
  • These pilots support both regional growth and Francophone immigration objectives, aligning with the 8.5% target of French-speaking newcomers in 2025.

Family Reunification: Parents & Grandparents Program (PGP)

  • IRCC reversed previous limits and will now accept up to 25,000 PGP sponsorship applications in 2025. Invitations began on July 28, offering families renewed reunification opportunities.

Supportive Work & Credential Policies

  • Foreign credential recognition resources launched in mid‑2025 support internationally trained professionals in regulated fields like healthcare and engineering, speeding up labour market entry.
  • Temporary public policy for foreign workers, effective May 27, allows faster job transitions – even mid‑processing, helping reduce delays and supporting retention.

Disaster Relief & Visa Flexibility

  • In response to the 2025 wildfires, IRCC enabled free replacement or extension of most immigration and identity documents for affected residents and visitors, including late status restoration or reduced fees. These policies remain active until November 30, 2025.
